Fran was born in Taunton and educated at Priorswood Secondary Modern and SCAT. She is married to Peter and they have 3 grown up daughters. Having been a local councillor for 19 years, Fran regularly campaigns for local people and has overseen the plans to increase council housing in Taunton to reduce waiting lists.
